Title: Measuring the Spectrum of the Cosmic Microwave Background with ARCADE

Abstract:
The long wavelength tail of the cosmic microwave background (CMB) spectrum
contains the history
of the electrons from z=10^7 to z=0.  From relic particles of the big bang
to the first stars to the structure of our own galaxy, its all written in
the spectrum. With ARCADE we can read it with only a short balloon flight. I
will discuss some of what we might see and the technology and techniques to
observe the spectrum to mK precision from 3 to 90 GHz.
